Councillor Barry Clark was the lone voice on city council voting against the Vintage Landing area structure plan going to public hearing. Clark began his remarks by saying that numerous residents have asked him "Is the city in control of the construction and expansion taking place?" He then proceeded to speak against the Vintage Landing area structure plan saying, "This flies in the face of all the recommendations of our staff. This is a test this council is failing. ... We have plans so that development is appropriate. This is leap-frogging. I am disappointed in my colleagues [on council]. I am very, very sad." He then expressed that he hopes that this will become an election issue.
