Kelowna city council approved the application last night by Witmar Holdings for an amendment to the OCP and Zoning Bylaw in order to build a 224 unit four storey condominium structure at 1459-1469 KLO Road. The application requested an OCP amendment from multiple unit -- low density to multiple unit -- high density and from a zoning of A1-Agricultural to RM-5 . The application was opposed by the City planning department on the grounds that the density was too high for the neighbourhood (there being no other site zoned RM-5 anywhere near by) and that "a better approach to this site would be to design a project consistent with the RM-3 -- Low Density Multiple Housing zone, particularly one that is ground oriented."
As often has been the case, city council approved the development over the objections of the planning department, the experts that Councillor Barrie Clark called "the envy of the Province." One selling point was that the developer was willing to sell 12 units (5%) at "affordable" prices. Wow! Twelve more units of affordable housing when the deficit in the city is in the thousands. Only Councillor Norm Letnick had the good sense to say that 12 units of affordable housing weren't enough and that he wanted 24, voting against approval. Good for Norm Letnick. Bad for the other members of council. I can hardly wait for 2008 for the opportunity to elect some new people.
