At the February 19 meeting of Kelowna city council Councillor Barrie Clark pushed for a question to be included in a community survey commissioned by the City regarding Westside governance. Clark wanted a question included that would feel out Kelowna voters on whether they wanted a referendum held on whether Kelowna voters want to amalgamate with the Westside (presumably such a vote would follow the Westside vote). Clark is a puzzle to me, sometimes and perhaps even most of the time, and must be the most unpredictable councillor. On the issue of public participation his attitude has always been that he has been elected to make the decisions on behalf of the voters and that the exercise of their franchise every three years is enough public participation for him. Now he is the leader on council calling for a Kelowna referendum on Westside governance and previously wanted Kelownians to hold their referendum before that of the Westside. Can anyone figure why this man is so inconsistent on issues before council? Is his age finally catching up with him?
