MoneySense has published its second annual ranking of Canada's best places to live, and for 2007 it ranks Kelowna's overall quality of life 103rd out of 123 cities surveyed putting it pretty close to the bottom. Criteria for determining the best places to live include housing costs, average household income, crime and population growth rate. Kelowa was severly penalized for its high housing costs leaving households with little discretionary income after basic expenses were met. Also damaging to the city's ranking was its high crime rate and a population growth rate that exceeded the national average. As such, the infrastructure has difficulty keeping up with the demands created by all the additional residents.
