A survey of 475 California communities conducted during 2002-03 by the University of Michigan of which 290 cities responded yielded the following results. Seventy-seven communities (27%) had moderately strong or strong "slow growth" city governments, 34 (12%) had placed a moratorium on new housing, 32 (11%) had limits of building permits, and 26 (9%) had population ceilings. If they can do it in California, why can't we do it here?
