Councillor Brian Given appearing today (July 4, 2007) on CKOV's morning talk show said in a response to a caller's question that the contentious area of land between Water and Ellis Streets that was originally part of the Simpson Covenant could some day be developed as a private-public partnership which may be in the form of a highrise building to house such uses as a new city hall and offices for Interior Health. He said, however, that the majority of the land use would remain public.
Sharon Simpson, grand-daughter of Stanley Simpson who donated the land to the City, has maintained that her grandfather's wishes were that no part of that land be developed for commercial use. Given's comments apparently open the door to the possibility of commercial use on the part of the covenented land east of Water Street as if only a majority of the land use of that land remain public then a significant minority of the use could conceivably be commercial.
